Close, but not quite. This option could work but there are limitations. All the characters would arrive in Outworld at the same time. To heighten tension you want your heroes, Liu and Johnny, to chase Shang Tsung and Sonya, into the Outworld.
Also a storm with people swirling through the air has the potential to look corny, ala "The Wizard of Oz."
